Sgt. Ryan Phinney graduated from Nebraska Wesleyan University in 2003 with a degree in History. In January of 2004 Phinney was sworn with the Nebraska State Patrol’s  49th recruit class and assigned to Traffic Services in Hartington NE.  In 2007 he transferred to Investigative Services in Kearney NE where he worked a diverse caseload from thefts to homicides.  In February of 2015,   he promoted to Investigative Services Sergeant in Grand Island NE.  Currently he supervises  four criminal investigators and a liquor investigator.  During his time in Investigative services Sgt.
